TL9000
TL 9000 introduces a set of quality system requirements for the telecommunications industry based on ISO 9001 and incorporating performance metrics and measurements.
Background
The telecommunications industry is perhaps the most global of all industries with users demanding the highest quality “end to end” service. Recognising this, the industry identified the need for a common quality standard and established the Quality Excellence for Suppliers of Telecommunications Leadership (QuEST) forum.
The QuEST forum, representing the leading manufacturers and service providers in the industry, developed and published a set of sector specific requirements for the telecommunications industry. The resulting documents are Book 1, TL 9000 – Quality System Requirements Handbook and Book 2, TL 9000 – Quality System Metrics Handbook.
Book 1 incorporates requirements from existing quality systems including ISO 9001 with additional telecommunications sector specific requirements covering hardware, software and services aspects. Annexes to the standard deal with accreditation and registration aspects. Book 2 establishes a metrics measurement system for each of the three product categories. QuEST has also established a repository for collecting and evaluating these metric measurements. (For further information see the QuEST web site at www.questforum.org).
NSAI Accreditation
NSAI was involved in the QuEST TL 9000 pilot program and in January 2000 was one of the first registrars in the world to be accredited to issue certificates to TL 9000. The ANSI-RAB National Accreditation Program accredits NSAI for TL 9000 and also for ISO 9000, ISO 14001 and QS-9000.
